PAPAKURA DISTRICT COUNCIL – EAST STREET DEVELOPMENT
LEVEL FOUR/COUNCIL FLOOR FITOUT

The East Street Development is a four-level retail and car park development in which the Papakura District Council has a joint interest.

In 1997, Fraser Thomas Ltd was engaged by the Council to design and project manage the further development of the fourth floor (4,000m2) of the building to accommodate a relocated Library, Regional Museum and Educational Resource Centre to a value of around $3 million.

Because the council floor development required to be integrated with the developer’s work, Fraser Thomas Ltd, as Project Manager, elected to undertake the work through direct construction management, using the services of an experienced main constructor in the role of “Site Construction Manager”.

Fraser Thomas considered four firms for this role against a specific performance brief and, after interviews in August 19898, selected Dennis Peat and Goldline Construction for the “Site Construction Manager position on the project.

The project, which has not been without difficulty, has since been successfully completed and is now operational.

In the course of our work, we have been very satisfied with Goldline Construction Ltd’s performance, Dennis Peat and his staff were able to meet the essential requirement of providing a “seamless interface” between the Project Manager, the design team and the other constructors.

Goldline have shown the necessary leadership, experience, judgment and authority to successfully manage the on site component of the sixteen (or so) separate work packages involved.

Goldline’s responsibilities included works programming, organising site meetings, procurement, expediting and undertaking incidental builders work and the vetting of progress payments has been essential to the successful finalisation of the project.

Dennis Peat’s assistance to Fraser Thomas in the finalisation of Defects List and progress payments has been of a high standard.

Based on this experience, we would have no hesitation in recommending Goldline Construction Ltd, and Dennis Peat, for other project work within the scope of their resources. We look forward to working further with them on projects in which we have an administrative and client advisory role.
